Oman’s renewable energy sector has reached another significant development milestone, with Spanish engineering consultancy IDOM securing the detailed engineering design contract for the 500 MW Al Kamil Solar I Independent Power Project (IPP) in South Al Sharqiyah Governorate.
The contract, awarded by China’s Shanxi Installation Group, marks further progress in the development of one of Oman’s major utility-scale solar power projects, supporting the Sultanate’s ambitions to diversify its electricity generation mix and expand renewable energy capacity.
Announced on 19 October 2026, the agreement covers detailed engineering design for the photovoltaic facility and the identification of preliminary site studies required to support project implementation.
IDOM will work alongside Shanxi Installation Group, which secured the engineering, procurement and construction (EPC) contract in July 2026, to develop the technical infrastructure necessary for an efficient and reliable solar power facility.
The Al Kamil Solar I project is being developed by an international consortium comprising France-based EDF Power Solutions, Oman National Engineering & Investment Company (ONEIC) and OQ Alternative Energy (OQAE), the renewable energy subsidiary of OQ Group.
Located in Al Kamil Wal Wafi in South Al Sharqiyah Governorate, the project represents an estimated investment of RO 100 million (approximately $260 million) and will occupy around 4.7 million square metres.
The 500 MW solar facility will generate electricity for Nama Power and Water Procurement Company (Nama PWP) under a long-term power purchase agreement.
The EDF-led consortium will be responsible for financing, constructing, owning, operating and maintaining the facility, while Shanxi Installation Group will oversee engineering, procurement, equipment supply, construction, grid connection, testing and commissioning.
The EPC agreement also includes two-and-a-half years of operation and maintenance services following project completion.
Agreements supporting the development were signed in June 2026 during His Majesty Sultan Haitham bin Tarik’s state visit to France, reflecting the growing importance of international partnerships in advancing Oman's clean energy infrastructure.
IDOM's appointment brings additional international engineering expertise to the project, particularly in the design and development of large-scale photovoltaic infrastructure.
Headquartered in Spain, IDOM operates across renewable energy, infrastructure and industrial engineering, with capabilities spanning solar and wind energy, green hydrogen, energy storage, hydropower and electricity transmission.
Its involvement in Al Kamil Solar I highlights the increasingly international nature of Oman's renewable energy investments, bringing together European, Chinese and Omani organisations across project development, engineering and construction.
Such partnerships can contribute to technical knowledge exchange, project delivery capabilities and the development of infrastructure required to support the country's evolving electricity needs.
The Al Kamil Solar I project forms part of Oman's wider strategy to increase renewable electricity generation and reduce reliance on conventional fossil-fuel-based power production.
As electricity demand continues to grow, large-scale solar developments are expected to play an increasingly important role in strengthening energy security, diversifying generation sources and supporting the country's decarbonisation objectives.
The development also aligns with Oman Vision 2040 and the Sultanate's commitment to achieving net-zero emissions by 2050.
Beyond additional renewable generation capacity, projects of this scale create opportunities across the wider energy value chain, including engineering services, equipment supply, electrical infrastructure, construction and long-term asset management.
With detailed engineering now progressing, Al Kamil Solar I represents another step towards translating Oman's renewable energy ambitions into large-scale infrastructure investments, strengthening the country's position in the regional clean energy landscape.
